If humans went extinct, would another species of animals evolve to become the apex species, as intelligent and sentient as humans?

There has been several times where an organization says we will go to Mars this one year or another year and then they get defunded or scrapped or something.

We have discovered several planets where life is possible. If we can discover that life is sustainable there, then can we discover life there as well?
