If the tides are caused by the moon attracting the water in the oceans, why does the ocean bulge on both the side of the earth, both the side near the moon and also on the opposite side. Shouldn't it bulge just on the side closets to the moon and be thinnest on the side away from the moon?

I have a new painting I purchased unstretched. When I went to stretch it after a couple of weeks, I noticed some of the thick areas have started to wrinkle. Is this from waiting too long to stretch it, or from storing it flat during that time, or is it something that thick paint just does when it dries? Is there anything to be done about it now? What do I do to avoid this in the future?
