If every voter in the US decided to not vote in this year Presidential Election, would the electoral college just go ahead and select a president?

My wife and I are going on a vacation and we are taking her two younger sisters, one is 8 and the other 15. Will the 15 year old need any form of ID to get on the plane? She doesn't have a driver's permit yet or a state ID.
