I got a speeding ticket in Riverside CA at the end of October(10/29/2007). They never sent me a notice in the mail, so I went to the courthouse on the date written on the ticket(11/25/2007), the clerk said it wasn't in the system and that I should check back every 2 weeks. How long does the court have before they're legally required to dismiss it and where else might I find the answer to this question?

How can they make it illegal to have an opinion? Isn't somewhat of a fascist thing to do?
