I think it is used by a tow truck driver to unlock the park on the transmission. Not sure.

My Daughter rents a home in Florida and she is being harassed by her neighbor(lives next door).
With such things as running saws early in the morning--Plugging power equipment into her outdoor outlets--Threatens her with fire scares and calling the FIRE MARSHALL if she keeps complaining.
Isn't there a department in the county looks into these type of harassment?
