The dash board lights works 1 day and they are out the next day. I cant see my gas or how fast I go What do I check? This is driving me nuts.

My neighbor lives across the alley and he drains his pool about every month, and the water goes across the alley into our backyard, and now our yard is flooded. Is there some sort of law to stop them from doing this? It also messes up the alley.
