On a drilling rig everything thumbs off of very large generators. When a large load is placed on the generators, can it cause a very brief fluctuation in the 60 hertz speed, and if so could it cause a very brief disruption in the computers sampling rate?

I can go to the local votech school to get my cdl license. How do you go about getting a haz-mat endorsement if you do not own a truck to do the driving test? I do not know of anyone who has a truck that I could borrow to take the driving test. Any help would be appreciated.
