Is it acceptable in God's eyes to give BOTH my tithes and offerings to the poor or must it be given to a church or ministry or split between the poor and a church or ministry?

I'm not good in math. If I want to tithe on a monthly basis, do I calculate ten percent of my monthly income or ten percent of my yearly income or does it equal out to the same amount?
