or is this too aggressive?

My stepmother went to McDonalds and the manager told her that her $20 was counterfeit and he had to keep it by law. Is this true? He told her something about how fake ones were smooth or rough or something like that. She said that there was a brown streak from the pen, but she didnt say how dark it was or anything.

She wanted it back because she had gotten it from a friend that paid her for something so she could take it back to her.

Is he allowed to keep it by law? Thanks for your time
