How do you punctuate a compound sentence with a direct question independent clause and an exclamation independent clause.

For example how would you combine:

Have you heard of the pizzeria down main street?

I heard recently they were named best in the nation!

The definition of concise is:

Giving a lot of information clearly and in a few words

Therefore isn't it already understood that something is clear just by saying concise? Therefore what is the need for saying clear and concise when one can just say concise?

Can someone explain to me why in english you can say 'He needs the book', but when you say doesn't you must change 'needs' to 'need' as in 'He doesn't need the book'
