I bought an AF-S VR Zoom Nikkor 70-300mm lens and the zoom is only turning from 70 to about 150mm. Its not moving any further. What should i do to fix this?

What can I join, Red Cross, etc. to help people in distress. Just like the Syrians fleeing their home, or the Paris attacks, I feel i need to help.
