I have a Dell Inspirion Desktop tower that just wont power on when i try turning it on with the power switch, however, when i try powering it on with the power tester everything works, the fan comes on, the light is solid green and it looks good to go. Anyway to jump start or force it to power on?

I have a website hosted on an S3 bucket with a domain name purchased from name.com. 

I noticed that my site is typically down at night and in the early hours of the morning when I try acessing it with my name.com domain name. However, it is always accessible using the AWS' original domain. 

Any suggestions as to what could be causing this and a possible fix?

I am building a website for shipping heavy things, i want to build a website that crawls the web to get best deals for shipping to a set location from the thousands of shipping companies out there.
