Wonderer About Much

I'm looking for a graphic-arts program, preferably free or at least reasonably priced (as in $50 absolute maximum), that at least has the functions of a) selection of weird shapes, b) eyedropper/brush combo (i.e. where you can pick up a color from an existing image and draw with that color) c) text and d) LAYERS. For the love of all that's holy, I need a layers function. Also, obviously, the ability to open pre-existing images.

Modifications to Microsoft Paint that will deliver the above (it has some version of pretty much everything but the layers) will also work.

Obviously, must be legal. If anyone knows of some way to help me, please? I beg of you. (I'll make you pretty stuff!)

I'm interested in watching it, but I've heard so much about the length that I'm curious as to what I'm getting into.

I'm new to the site, and looking for plot-related advice for a fairly long Death Note slash fic (but with plenty of other plotting going on).

I've been getting one of those things that tries to plant a virus by pretending you already have one and trying to make you run a scan on some occasions when I visit. (My response has been to turn off the computer and restart it.) Anyone have any input?

From what I've heard, Neon Genesis Evangelion is very dark and at times confusing, while The Melancholy of Haruhi Suzumiya has a... rather mean main character. Correct me if I'm wrong, but I believe it's also a comedy, which often isn't really my thing. (On the other hand, I like the other Haruhi's show, so sometimes comedies do it for me).

However, I've also heard enough about both these shows to pique my interest, and do intend to watch them both eventually. However, I have a Netflix that is shared with a number of other people, meaning watching them both is out, and I'm having trouble deciding which to see first. Advice?

Also, on the subject of Evengelion, are the movies part of the same canon, and if so, which comes first?

There are some songs I have, and others I want, that are in various ways inappropriate for kids (think Cobra Starship), but sometimes I loan my iPod out to younger relatives - is there some way to make the inappropriate songs inaccessible to them without taking the songs off my iPod?

Before anyone offers the simplest solution, I already thought of telling them "don't listen to these songs". Then I thought about what I would do if I was young and someone told me that. It wouldn't exactly work.

If I can't, what is the cheapest video editing program (excluding illegal sharing via YouTube or whatever) with full masking capabilities - the ability to mask anyone into anything?

I was really curious by this point, because the mangaka had been keeping his face hidden so well, and I wanted to know what he looked like. (If they did the same thing in the anime, which I haven't seen yet, answers from that are welcomed too.)

My reaction was: Oh my gosh, he looks so young!! I mean, Light's not exactly old and L made him look mature in comparison. It was weird.

I keep running into songs on YouTube or wherever - Little Girl, Love Song Requiem - that I love, and I go to iTunes or Amazon MP3 downloads, to try and find them, and the band does not exist as far as they know. I can only find one audio CD - The Beauty & the Tragedy - which has Love Song Requiem but not Little Girl, AND it's unavailable. What the **** is up with this band? Why'd they disappear? Is there anywhere legal I can find their music? Please help me!

I insert the disc, hit 'import audio', and the disc reads as blank. These purchases are iTunes Plus which if memory serves me is DRM-free. Explanation please?

If the answer is yes, PLEASE provide instructions. One-word 'yes' answers are not at all helpful.

If no, then...well, I already knew it was a lousy program.
