My family and I are in Western Australia, and today we found a parrot at a local park. It obviously used to be someone's pet. It's white, with a bright red beak and tinges of blue, green and yellow in it's feathers. Any idea what type of bird this is.

The black part of the dress goes over top of a blouse and skirt (or prehaps a white one-piece, I dunno). I just need a pattern or directions to make the white skirt, or maybe tips on how to give it enough body? I don't want to have to resort to a crinoline, lol -_-'
