I have a canon rebel xs and its not even a year old. The camera isn't taking pictures. It turns on and it doesn't focus does anyone know how I could reset the camera or what do I have to do?

I just bought an XS rebel to start learning how to take pictures. How do I take pictures at night with like skylines and chirstmas lights and how do I take pictures with low light without the flash looking a mess. I can't find anything in the manual/ Thanks
