Apparently the answer is never before. Each new question is so unique that it must be re-asked for its unique specialness rather than have the asker do a little work searching for similarly asked questions.
After all, finding the slope between (2,1) and (5,7) is such a completely different problem from finding the slope between (-3,2) and (8,12) that it is apparently necessary to ask a new question.
Is it really that hard for people to search and see what questions have been asked before?
What motivates people to just drop questions without at least trying to search for similar examples?

I need to change my router IP from 192.168.1.1 to 192.168.8.1. Apparently this makes it possible to 'see' computers on a VPN that were masked when my router was at 192.168.1.1. There's nothing special about "8.1" - I have been told that setting above 8 will avoid collisions.
