There is a specific number, a percent chance that on any given planet intelligent life might arise. Either that, or an equation. I don't know what it is, and could not find it, after 20 seconds of googling it. Lazily, I would ask those of you out there who know this stuff to please enlighten me.

You see them in movies, on television, but never really wonder if they exist. You know, the little pellets bad guys (and The Cape) throw at the ground, causing a cloud of smoke that allows them to get away? I've never known if they're for real.
