I watched a 240p video on my 4k 28inch IPS monitor in full screen,it looks worse than 1080p monitor. But on my friends 43inch 4k tv the same 240p youtube video looks acceptable.

By my calculations tv has less ppi than monitor so the video should look worse on tv than a monitor, but its opposite :(

Can't my monitor with i7, nvidia 980ti scale the video to look acceptable like tv?though tv has a weaker cpu/gpu/soc?
