The evaporator coil in the freezer part (it's a WHIRLPOOL refrigerator) is covered with ice.

The evaporator fan works.

I changed the thermostat and the heating element.

Looks like it's not doing the defrosting mode.

Or may be is something else.

Any ideas?

Is this a breaker problem?

All the outlets on this breaker are acting strange,

They have 110V, then when I check again it's 75V.

Their is only a washer, using one of them, as long as I know.

And the washer doesn't work with this low voltage.

It works fine when I plugged it to different outlet.

What could be the cause for this?

I did not check the outlet of the breaker yet.

The rest of the house has normal voltage.

Their was a carpet glued to a concrete patio with a tape.

I removed the carpet and most of the tape, but their is still tape and glue on concrete.

Is their any chemical or other way to remove it and clean it?

Refrigerator is still 28 degrees F.
