I need to find info on why a water balloon blows up when you throu it to someone. Some people can catch them and they never break others catch them and they brake why ?? pressure, style, I dont know but I want to know any ideas

I have an apartment at the decoplage condominium in Miami Beach and a two month ago the AC unit started leaking so badly it took the wall down under the unit. I found that at the same time the building management had sent us an e mail about changes they did to the chilled water pipes ( this is their e mail to the owners :"the HVAC Contractor are now refilling the cooling towersand re-starting all the chilled water lines and chillers. You should begin to notice your units and/or hallways cooling down within the hour." shortly after that not only my unit but various others began having leaking problems. I read up a ittle on HVAC probelems and since the building is 47 years old and the pipes are old and rusted I believe that the pressure caused by the change in the water pressure may have caused the pipes to contract and created the problem we are all exteriencing does anyone have knowledge of this subject and can you help me to better understand and prepare a claim against the building

who knows any details on how to make a short sale ? I have properties that I can get cash out from to purchase other properties during this decline in property values and I heard about shor sales but have no idea as to the details if you know I would appreciate it
