On the top right hand side of my GOOGLE search page there is a number in a red block (currently it says "2") - what does it mean?

If I type in "https://www.google.com"/ in widows explorer it automatically reverts to "https://www.google.co.za/%22 since I live in South Africa. I do not want this to happen. I am sure there is some setting that will stop this from behaving in this way.

Any suggestions?

The DA (Democratic Alliance) is a political party in South Africa (they are the official opposition to the ANC (African Nationalist Congress) but seem to have muddled policies - what I am particularly interested are their Economic Policies. Are they proponents for a Free Market system and if so why are they hassling the hawkers in Cape Town - is it only to please their white supporters?
