Ruined engine or just a cracked head?
My little Mazda PU had white smoke coming out of the tailpipe for a year. Whenever I'd check the oil I'd top off the radiator as well. Recently, I didn't have any water with me and put it off for a time. It red-lined. I waited a couple hours for it to cool before putting in coolant. Now white smoke smelling strongly of coolant pours from my tailpipe soon after I start it. There is no water in the oil and seems to be little to no loss of power. I've asked around and been told the problem is either a cracked block or a cracked head. Any ideas which it is? I have a good shop and can fix either problem myself. I just need to know whether to buy just the head or a whole Jap-in-the-box.

Specifically, I'm wondering about the recent Supreme Court decision to allow detainees in Guantanamo to have civilian trial instead of military tribunals. If you can cite the specific article and section of the constitution that mandates this, I'll look it up.
