Why do you thumb down an honest answer?
I couldn't care less about the points system here. Answers are answers. I thought the whole point of Yahoo! Answers was to provide the best answer with the most comprehensive inclusion of information where available.
I haven't been on answers long; but, it distresses me when people thumb down an honest answer and thumb up one that has absolutely nothing to do with either answering the question or providing helpful information. Why is that? Have we become so complacent that we are unwilling to accept the views of others without treating them as though they are ignorant when they have provided the most honest answer? Or is it that the questioner is only looking for affection from the Answers people? Do you thumb down an honest answer because you don't understand it or because you are afraid of what the answer might provide with regard to how you view your own delusion? Do you thumb down an answer because you don't want anyone else to be chosen as the "Best Answer" so that you get more points?
Because there is no right or wrong answer other than what we perceive, I will be allowing the Answers community to choose the answer which provides the best indication of why an answer should be thumbed down.

I have been able to find the journals and the summaries; but, I was hoping to actually read the acts that were submitted as well as the ones that were passed. I have checked with the library of congress (where I found the journals and summaries) as well as other online places (including wikipedia which doesn't list them all). Any help would be appreciated.
