My flash drive has more space than my PC and I want to use it as a hard drive so then anything I download will go to the flash drive. How do I make it into the default hard drive? Is it possible?

I got Sony Vegas for my YouTube videos but I don't know what rendering does. Does it make my video from 480p to 1080p if I use the templates they give me in the Render As? Basically, can I make my videos from 480p to 1080p by rendering in Sony Vegas then upload to YouTube in HD from Sony Vegas? Sorry if I'm making no sense.
