Received a Scrambled Phone Message... Need an Audio-Tech. Expert?
This telephone message was received around the end of last year. After review, most of what is being said can be understood. However, it is difficult to identify the voice completely.
Can this message be "cleaned" up? Is it possible to identify the voice? Software suggestions?

Based on other background information this message was not left by a kid. Although it is childish, the digitized voice appears to have a foreign accent.
