laws regarding toronto parks responsabilities for injuries due to neglect?
There's a park by my house & at the corner with in 8 feet are big holes & ruts, it looks like dual tire tracks over grown with grass & hard to see from trucks dumping sand in the swing & slide area, well I hit the hole pulling into the park on a small electric pocket bike doing damage to my right side including a broken collar bone, bruised ribs & bicep a city rep said I need to show negligence on the city's part & that I hadn't what is the city responsible when it comes to parks &up keep responsibilities ? I should add there's no bylaws on riding bikes in this park & speed was not an issue it's not very fast & electric is not an issue ether there under the same bylaw as bicycles. any good advice would be extremely appreciated.

I chipped pieces off a big one & under the dirt the white & purple seemed to turn to crystal as well all of which is brittle & crumbly I`ll add pic`s if I can
