i have a universal power adapter that puts out 12 volts and 300 Milli amps

the adapter ive been using until it broke put out 12 volts at 1.7 amps. will this fry my external HD or the adapter?

i have just built a new computer and when i plug it in and turn it on all the parts start working (the cd and hdd start spinning, the case, cpu and video card fans start spinning) but the screen remains in stand by mode. the screen works because i tried plugging my other computer into it and it displayed fine. please help. nothing has yet been installed (no OS no drivers)

im building a new computer and the processor im getting is the Intel Core 2 Quad Q6600 Kentsfield 2.4GHz 2 x 4MB L2 Cache LGA 775 Quad-Core Processor (copypastad from newegg). do i need a heatsink? it has case cooling fans but is that enough, basically will it explode if i press power and dont have a heat sink? much appreciated
