In a sense: "if the past action happened, have you done this?"

Whenever I try to connect to tumblr.com "This web page is not available" notice loads. I cleared up my browsing history, cache etc. and disabled all extensions. When that didn't do anything I switched back to the default browser settings and cleared up all internet-related data on my disk - again nothing. I switched to other browsers like Firefox and Explorer and the same problem appears. Every other site works and loads quickly but polyvore.com and tumblr.com won't. I physically re-set router and then made sure I wasn't logged-in from a different device like my phone or whatever but it's all the same.
It's frustrating! Why Chrome refuses to load specific sites for no reason? isitdownforeveryone.com shows that these 2 sites AREN'T down for anyone. HOWEVER using proxy I can still asses these sites but without having all options available (e.g. saving drafts). So that doesn't help either.

My Tumblr queue is acting strange when I try to organise scheduled posts.
1. It doesn't respond to Mouse Click + PgUp/PgDn/Home/End combination to 'drag' posts anymore.
2. When I try to 'drag' a post to place it before another one, it either won't let me or the post disappears completely. Only black background is shown, like a gap between the rest of the queued posts.
I already uninstalled Tumblr Savior and Missing E but no luck so far.

Heavy rain from hours ago is now no more than a drizzle, damping Monica���s curls but not sticking them to her temples like Anne's wet strands do.
A two-minute walk from the park to Monica’s house *couldn’t be* the reason for Anne’s wet coat and cold hands. Standing at the doorstep for 20 minutes and contemplating if she should ring the doorbell or flee the country *could be*.
You can fix anything else if you find it. Thanks!

Is the "seemingly only then becoming aware" part weird?
(The context is that the woman has a hevy box in her arms and when she talks to someone, she forgets about it. The guy triest to take it from her hands and she is "reminded" of it.)

Harry knows that the grown-ups are right when they say that Harry needs to get himself together and pick up the slack when it comes to schoolwork but quietly, he doesn’t understand how is he to blame.
Maybe break it in two? Quietly=secretly is there a better word/expression for it.
Just do whatever you think would improve the sentence.
