How many times can you use its effect in one turn?can you you normal summon then use its effect and normal summon again?

Mausoleum of the emperor says both players can normal summon or set monnsters without tributing by paying a 1000 life points x the number of monsters needed for the tribute summon what if its a level 4 and it needs no tributes so can you just put it down without paying 1000 life points?

my mom said a old man white with weird eyes and long nails and it woke her up and was right in her face it told her it was time to go and she started saying prayers and it said the samething then it said it wouldnt work and then it put its hands around its neck and started sucking my moms life then our dog moved and it stopped sucking her life and it said it can kill our dog then my mom waved her hand and it fail and said it will let her go for now but it will come back soon so really scared theres some people who always go to a witch doctor who dont really like my mom
