is it possible for a radio emitter to send radio signals as a straight beam in one direction to a receiver, same way a laser beam is focused to a point Instead of radiating the radio waves in all directions ?

according to einstein's theory of relativity an object which travels at a very high speed will experience a slower time flow relative to its surroundings and the faster the speed the slower the time will pass. So is there a certain speed where time dilation occurs, or just the simple movement of an object in space at any speed wil be enough for time dilation even if the effects are almost impossible distinguish?
