I work of the books, and there is no paper trail. So, if I don't file a tax return, and refuse the obnoxious obamacare, HOW are they going to fine me?

My ex followed my girlfriend, and got her license plate numbers. She then called the local PD, and asked for my girlfriend's name and address with the info. The cop who answered, actually gave her the name and address. Now we are going to have to move, due to the fact that my ex has serious imental issues, and may cause trouble for us. Was it legal and acceptable for that cop to do that?
