I was reading the article "A London Congestion Charge" by Jonathan Leape. Leape states that the results of a cost benefit analysis on the London Congestion could be grossly incorrect, as they do not include second-best considerations. What are second-best considerations? I would really appreciate a theoretical explanation and an example

Would I be considered an international student in an American university if I get my high school degree from England, but I'm from America?

I'm going to a wedding this weekend and I have 2 dresses to decide between, but I'm not sure which would be more appropriate.

The first is a black dress from oasis. It has studs across the neck line and it comes about an inch above my knees. You can see a picture of it here:

If I want to say "I like it because it is about my favourite pop band" would it be:

Je l'aime parce que on est de ma groupe de pop prefere

or

Je l'aime parce que on est du ma groupe de pop prefere

There's only a one letter difference (de and du), but since i want to say my favourite pop band I'm not sure which it is.

L’année passée, j'ai visité France en mes vacances d'été. J’ai rendu visite à une famille à Versailles pour une devise. Leur maison était près du château de Versailles et ils étaient très hospitaliers. Nous irons à Paris de temps en temps parce que c'était très facile à aller-y en le métro.

J'aime passer mes vacances d’été en France pour beaucoup de raisons. J'aime la culture, la nourriture, et les gens. Aussi, maintenaient, je connais quelques personnes qui habiter en France parce que de ma devise, alors je dois visiter eux.

J’aimerai faire un tel séjour à l’avenir. J'ai éprouvé une culture différente qui était génial, et j'ai rencontré quelques gens très agréables. J'aimerais visiter des pays différents à l'avenir comme Madagascar, Monaco, Belgique, et beaucoup d'autres.

La plus grande différence entre France et Angleterre est le temps et la nourriture. Quand j'étais là le temps était très agréable et ensoleillé contrairement en Angleterre. La nourriture est en Angleterre meilleure parce que nous ne mangeons pas les escargots !

I'm 14, and I travel a lot by myself. Every time I'm coming from Logan Airport (Boston) to Heathrow (London) none of the airlines make me travel with their unaccompanied minors program, but every time I'm going from London to Boston they do. This has happened to me with KLM, Continental, and American Airlines. I was just wondering what the actual rule is for British Airways because I'm fully capable of traveling alone. Thanks!
