How can Bernie/FIA justify approving the entry of USF1/GPE?

If their assets were only worth $1.4 million at auction, even assuming that figure is a discount of their original value, it looks obvious that USF1/GPE never had the funding to compete in F1. How can Bernie/FIA justify ever approving the entry of a team that never had any hope of making the grid?

What global financial crisis? Correct me if I'm wrong, but if you can believe the statements by Mercedes, this would be the first time that a manufacturer had a permanent stake in more than one team.
And as a side note, this article mentions Mercedes reason for it's possible involvement with Red Bull Racing (Vettel), but neglects to mention that Mark Webber used to be a member of the Mercedes Sportscar program (where he flipped the car twice at Le Mans).

In these troubled times, financially speaking, I believe I've come up a good way to make money. I've noticed recently that there have been a number of questions asking how to become a racing driver. I've had no racing experience whatsoever, but I can take lessons. I figure that as long as I stay one lesson ahead my students, I should be fine. What do you think?
