When I am in the house my dog will flick her back legs at me when I look at her to see what she wants me for what dose this mean?

i have two female cats 2years old called felix and tibby they both was pregnant but felix aborted hers 3weeks ago and tibby had her kittens early and she will not feed or clean them so i have had to put them on kitten formula only one is still alive it is 6days old and i have notice that felix has started to clean it and lay with it and she even lets it happily suck on her teats even though it is not her baby but how to i know if she is able to lose milk?

i have been nursing 3day old kittens lost 3 Of them yesterday was just wondering is there a place i could take them for proper care and people who exactly know what they are doing to take them in as i have tried my best i am worried of losing any more i have done what it says in the books but no luck
