You can only use four 2's.

You can use adding, subtracting, multiplying, diving and fractions.

You can combine the 2's together.

ex: 22, 222

You can use exponents, but the exponent could only be two.

ex: 2^2

But, if you use exponents like the example above,

that is using up two 2's.

So the maximum of using exponents is: 2^2 + 2^2.

Since that is all four 2's.
