so i was watching the movie today and theres a part i didnt understand. At the end of the movie, the communists are marching through the city and puyi sees the prison governor. He walks up to him and asks what his crime is. The soldier tells the prison governor to confess his crimes but the prison governor wont. My question is, what was his crime?

I was reading an article online about 10 assets wealthy people own and someone left this comment but i dont understand what they meant:
