Draco inevitably led the series of events that resulted in Dumbledore's death in Book 6. He led the charge into Hogwarts. He disarmed Dumbledore, kept him at bay etc. Snape was acting under Dumbledore's wishes when he killed him. Therefore, for lack of better phrasing, the triumph of Dumbledore's death lies with Draco in the Wand lore realm.

Draco disarmed Dumbledore and Dumbledore was defeated, so draco was the owner. Harrry had deafeated draco and took Draco's wand, but Draco was already owner of the Elder Wand.
