Well, Andrew, it's Pacman, written entirely in and for Excel. Yup. I've used it.
Google 'Pacman Excel' and you'll get the download sites. It was written in Japan and the site is Japanese. The instructions are strange (maybe they've been updated), but it is indeed Pacman. Including the music. Yesss.
