On a box fan why does it go Off, High, Medium, Low, instead of Off, Low, Medium, High?

I have wondered about this for years and no one I know has been able to tell me. On box fans you the speeds go Off, then HIGH. It seems like it would be more efficient to go Off then LOW. Do any of you guys who know about electical stuff know why?

You go from Off to High to insure that the motor will start. If it doesn't, it can overheat and fail. Once the fan is turning, the lower speed settings can run without danger of overheat.

A box fan seems to me to be the most purchased.
Because it is economical compared to fancy looking fans. They give you the most for your money.
The cost has become so low it is unbelievable to me.
I believe the advertisers of this product thought .
Okay this product is available even to the poorest buyer. We will go
off, high,med,low. (desinged for anyone)
It will eliminate lot of customer service calls.
The upgraded models Go Off low med high.

And Sorry all you guys that disagree
But It does happen to be more efficient in the way It was described in the original question.
Fans of good value should go off low med high.

BECAUSE HIGH IS THE MOST FREQUENTLY USED SETTING..PUTTING IT IN THE H--M--L SEQUENCE SAVES A LOT OF WEAR AND TEAR ON THE SWITCH
