Why do fan speeds go "Off-High-Medium-Low" instead of a regular progression from "Off" to "High"?

The motors in the fan will last longer this way. It is harder on the motors to start them out in low. it puts to much stress on the motor. Almost all fans start out on high then click down to the next lower speed. If you have a push buttom model, it is wiser to start the fan on high then when it reaches speed lower it to the desired r.p.m. the fan motor will last longer this way.

Usually the switches are designed to minimize the switching. I guess people use HIGH the most - so therefore having OFF next to HIGH minimizes switching.
