system for location directions without a starting point?

There was a theorem that created a frame work for generating instructions for getting to a destination which disregarded the starting point of the traveler. i.e that everyone could use the same directions. It was made some time in the 90's by a mathematician well past his prime and was incredibly short compared to most theorem produced today.
