The 'Top Contributor' badge reflects both quality and quantity of participation in a given category over the last few weeks. You can have up to 3 TC badges at one time, although none are given in 'Polls&Surveys' or 'Jokes'. You can get a badge on any level, and there can be many TCs in a category. It isn't permanent - it comes and goes (on Monday mornings) depending on your recent activity level here.
Yahoo doesn't make the formula public (and it can change without notice), but the current best guess on the the requirements is 1) about 30 or more answers per week in the category, 2) at least 20 'best answers' (some say a 'B.A.%' of 10 or better) in the category within the last 3 weeks, and 3) 200 or more total points per week (including all answers, B.A.s, votes, and 'thumbs ups') in the category. These are apparently adjusted in categories with particularly low (and maybe high as well) traffic levels. Focus your efforts in no more than three lowest-level categories where you can give high-quality answers. Keep at it, and you could have a badge soon!
