By your description it sounds like your system isn't fully developed; your semen doesn't have all the ingredients that make it milky or pearly white when you ejaculate. Since that is the case, it's not a big worry that you don't reach orgasm every time you masturbate. Your body is still learning to deal with the new plumbing, and it may want to rest and settle more before another explosion. Don't worry about trying to force another explosion. Just relax and enjoy the feelings when you masturbate. In a few days your body will probably be ready for a repeat performance, as long as you aren't worrying about it.
Regarding the size of your penis, all guys have different lengths as they grow up. Some get an adult size fast, others take longer, and it doesn't matter whether you develop sooner or later, you will be just as good either way. There's no size that you're supposed to reach at a given age, because every boy is different.

Yes, it is a very good size for your age. You are still at the verge of full puberty, that is why you are not always getting ejaculation. Keep at it, possibly with lubricant, and it will happen very soon -- possibly days or weeks, at most months.
