Can Sarah Palin's husband Todd take-off and land on water?

There is a Vogue magazine article with Republican Vice Presidential candidate Sarah Palin standing in front of N8194D, the friendly family float plane. It's a 1958 Piper Super Cub or a PA-18-150. While Sarah has no documented flying experience her husband Todd does hold a Private Pilot's license, but with the designation Single-Engine Land.

How does a holder of a land certificate fly a float plane without a Single-Engine Sea qualification?

Most Piper Super Cubs on Floats of this age and era are in the Experimental Class of airplanes catagories. Anyone with a valid pilot's license can land and takeoff from water in this catagory without a single engine sea rating.

He could with a flight instructor or another Pilot on board that is acting as PIC that has a SES rating
Then again, in AK, that does not mean much, as there are many pilots flying with out even having a Pilots Certificate much less the proper ratings

How'd you get the N number of the plane in the photograph? It wasn't shown.

The plane in the photo isn't theirs. For photo shoots, the photographer looks for color and where the light's coming from. They just found a likely looking plane and used it as the backdrop for the photo.

Single engine land rating is not good for landing on water.

Single engine sea, is good for landing on water.

I don't have my seaplane rating, but I believe it would be written "Single Engine Land and Sea" on a pilot certificate, as mine says

"single and multi engine land"
