As far as I know, they were living when they cast the vote. That's what counts.

I'm pretty sure I remember reading that it's not supposed to count, but that the system for removing the ballots of people who have recently died isn't perfect, so sometimes they do get counted.

Yes. Because the election commissioner 1) doesn't know the person died; and 2) would have no way to retrieve that one person's ballot.

That is a great question..... I don't know!
What if they filled out the absentee ballot like ten years ago... if you mail it are you commiting voter fraud?

They would have to because there is no way to know who voted for whom once the ballot is cast.
