x^2 - (2/3) x + (7/3) = 0.

Now transpose the (7/3) and then add the square of one half the coefficient of x to complete the square, i.e. add 1/9 to both sides.

x^2 - (2/3) x + 1/9 = -7/3 + 1/9

(x - 1/3)^2 = -7/3 + 1/9 = -21/9 + 1/9 = -20/9.
