Great question. Too early to tell, but I'd bet hard on the Iraq War. That's going to be a horrible debacle for every President who has to deal with it.

Not really his. That is something that was already in the works when he took the job.
Stimulus? I think even he knows enough to roll that back. Only about 7% of the money has actually been released. He's still trying to figure out how to measure the impact.
Iraq? Nobody with a brain acutally thought he would end that in 16 weeks.
Health Care? It represents 25% of the entire economy so a monsterous problem. He'll get some empathy on this one.
Afghanistan? YES! He is just now figuring out that he can't defeat Al Queda by fighting the Taliban. Remember, this was supposed to be the "Right" war to defeat the terrorists who actually attacked America.
So, how many Al Queda chieftians have been killed or captured so far?
Bush filleted Al Queda and it has been reduced to a splintered franchise operation scattered all over the world. They are just common criminals that most law enforcement agencies can handle now. He tried to smoke screen it by re-naming it a 'Contingency Operation' and referring to acts of terror as 'Human caused mass casualty events'. Any dope can see through that.
So, why a surge in Afghanistan? Why incursions into Pakistan?
He has painted himself into a corner that the press is keeping a lid on for now.
Gitmo is another and just as demonstrable. He really doesn't know what to do with it. Just to get rid of a few of them, he had to insult the British and sneak them into Bermuda. What's in it for the Bermudans?
His folly will be the complete miss-management of the war on terror.
