So this guy and I have been together for over 2 years and I have tried to break up with him but he says he loves me. He cheated a year and a half ago and didnt tell me till 6 months ago now we have worked out a relationship where I can see other people and he cant. He owes me over 900 dollars for paying some of his tickets and he wont pay me back unless I am still with him.

No you shouldn't be with him anymore. Sounds like hes using the $900 as blackmail to stay with you. Why would you want to see other people if you 2 are technically still together> Just break up with him and see other people. Then if things don't work out with other guys go back to him. Im sure he'd take you back

What is your happiness worth?? Are you happy with this guy, if so stay with him. If not, forget about the $900 and lose him, I know it's a lot of money but I have learned the hard way that it's not worth it and don't give another guy money unless you are married.
