how do prisoners get snacks?

I saw a special on the NG channel. There was a guy who they called the candy man. Who would buy candy and keep it. He had alot of stuff. I wonderd how they got it? dose someone send it to him. or do they buy them off the prison or jail. Im guessing they put money in a account or something.

family gives them money then they  trade them for other things like smokes and drugs.
I prison they have what is called a canteen where they buy there goods.

Money is put on their accounts, and they buy right there at the prison.  You can't send snacks to prison inmates.
