After I got the add-on for Fallout 3, my friends, brothers, and even father told me to do this wierd alien quest thingy. So I searched all around the wasteland and wouldn't ya know it I get a signal from this crash site thing. I got the alien blaster with ammo, but after waiting for like ten minutes nothing happened. My friends and family told me thats where the quests starts, but nothing has happened so far. Please tell me what to do O-mighty random internet viewers.

Not sure why these folks got a thumbs down since they are giving you the correct answer. If Mothership Zeta is loaded you will get transported up to the alien ship as soon as you step into the area where you found the alien blaster and the crash site. If not, it just isn't loaded or didn't download correctly, etc.
I had that problem with that particular addon as well. All I did was uninstall it and then reinstall it - I know, lame. Once I did that however, the quest started up just fine and I spent the next few hours happily blasting creepy little aliens and stealing their treasures.
